Flasher jailed after exposing himself outside Northwood home
CONVICTED sex offender Anthony Owen who has already served a eight-year jail sentence in 1997 for indecent assaults on young females has been jailed again after he indecently exposed himself on two separate occasions.
The 64-year-old made inappropriate comments of a sexual nature to a woman in Northwood and his behaviour continued to deteriorate, Stoke-on-Trent Crown Court heard.
On March 26 the victim returned home after dropping her husband off at work and she was with her two children when she saw Owen exposing himself.
She ushered her children inside her house.
Prosecutor Heather Chamberlin told the court Owen offered the woman £10 to perform a sexual act on him. The woman reported the matter to the police.
In a second incident on May 19 Owen walked outside his house completely naked and performed a sex act on himself.
Owen was arrested. He told police he really did not think he had done anything wrong.
But the defendant, of Cardwell Street, Northwood, pleaded guilty to two charges of exposure.
Scott Ashdown, mitigating, said Owen has lived a solitary life and has been ‘something of a recluse’ since his release from an eight-year jail sentence he received in 1997 for indecent assaults on young females.
“He has occupied his time by consuming excessive amounts of alcohol,” said Mr Ashdown.
He added: “He finds it extremely difficult to acknowledge that he would behave in this manner.”
Recorder Simon Draycott QC said it was a serious aggravating feature that Owen exposed himself to a woman with two children.
Jailing Owen for 12 months, Recorder Draycott QC said: “You have a record that includes an eight-year prison sentence for indecent assaults on young females. You indecently exposed yourself to a woman who had two children with her and you offered her £10 to perform a sex act on you. You walked outside and performed a sex act on yourself.
“The offences are so serious only a custodial sentence is appropriate.”
Owen was also made the subject of a sexual offences prevention order and is on the sex offenders’ register until further order.
